货物或服务的说明：合浦曲樟加油站公开招租项目，总出租建筑面积398.18平方米，出租期限为10年，前五年每年57万元，共285万元，后五年增加5%，每年59.85万元，若采购方继续出租，则本次采购中标供应商享有优先承租权。中标供应商租赁还需投资建设加油站供电、供水、道口开设、标识标牌等

采用单一来源采购方式的原因及说明：合浦曲樟乡位于合浦县东面，距合浦县城51公里，位于北海（合浦县）、玉林（博白县）、钦州（浦北县）三市三县交界处，是北海市解决“三农”问题的重点地区。因地理原因，这里一直没有建成加油站，尤其到了农忙季节，各种问题更是层出不穷，严重阻碍了曲樟乡的经济发展和“三农”问题的解决。为此合浦县曲樟乡樟木村村民委员会决定通过招标方式建设一座加油站。
因夏收和抗涝在即急需汽油柴油，加油站的问题亟待解决。本项目在2023年5月31日和2023年6月21日发布了两次招标公告，但都发生了不可预见的问题：两次都只有中国石化销售股份有限公司广西北海石油分公司一家单位报名，导致项目两次流标。
根据《政府采购法》，上述事由符合第三十一条第二款规定的情形：发生了不可预见的紧急情况不能从其他供应商处采购。因此本项目建议采用单一来源的采购方式进行采购。
