2	昌吉州精细化管控驻场服务、重点行业能力提升、空气质量预报产品服务项目	1.依托第三方聘请专家委员会和驻场服务团队，对空气质量目标压力、每日实时调度、精准预报会商、多源数据集成智慧溯源、空气质量综合研判分析提供智力支持。不定期开展专家研判与指导，站点周边环境现场巡查，提升重点污染源精细化管控，同时，针对昌吉州秋冬季PM2.5污染问题，开展重污染应急预案落实与执行效果评估，跟踪研判重污染过程，建立完善科学有效的重污染天气应对技术体系以及多部门联动工作机制。对重点行业排放大户治理措施，以及监管措施落实效果进行评估，结合空气质量变化情况，综合评价环境空气质量改善效果，并提出精细化管理路径。 2.开展重点行业“一厂一策”管控方案指导，重点企业升A晋B、应急减排措施、减排清单编制等技术指导，支撑昌吉州重污染天气应对工作，对重点行业作为监督重点帮扶，协助昌吉州提升重点行业中优秀企业的治理技术水平和管理水平，提升本地区重点行业大气污染深度治理水平。 3.完善大气关键组分精准监测能力建设，综合提升精准识别非现场监管问题的能力，加强重点地区环境提升和监管，提供污染源精准识别和管控，实现空气质量根本改善。	9750000	2023年08月
