采用单一来源采购方式的原因及说明：根据上海市公安机关、上海市监察委员会《关于印发<上海公安机关留置专区看护管理办法（试行）>的通知》（沪公通字[2018]68号），上海市公安局、上海市监察委员会、上海市财政局《关于明确上海公安机关留置专区相关运行保障标准的通知》（沪公通字[2019]7号）精神，上海市公安局、上海市监察委员会《关于进一步加强上海公安机关留置专区队伍管理工作的通知》（沪公通字[2021]40号）文件精神，留置专区特殊保安配备通过市区两级保安服务机构招录，培训考核、监督管理和指挥调度。鉴于该特殊保安看管服务具有一定的特殊性和区域性特点，被留置人员身份情况特殊，被留置期间既要严格确保人身安全，又要严防泄密情况发生，上海长宁保安服务有限公司在前期工作中，已经建立一支人员机构稳定，服务能力出色，实行准军事化管理的看护队伍，在管理手段和队伍执行力上有较好的优势。综上所述，拟对2023年分局留置专区特保服务项目申请单一来源采购方式。
