采用单一来源采购方式的原因及说明：一、依据《新疆维吾尔自治区和田地区发展和改革委员会文件援和项目﹝2023﹞57号〈关于2023年“京和号”旅游包机、专列补助项目实施方案批复〉》，该项目中“京和号”旅游专列为由北京站发往和田的专门为旅游游客服务的列车。该趟列车隶属于中国铁路北京局集团有限公司所管辖，而中国铁道旅行社集团有限公司是中国铁路北京局集团有限公司直属一级非运输企业，其具有北京局集团公司管内旅游专列的独家经营权。
二、鉴于 “京和号”旅游专列的经营权为中国铁道旅行社集团有限公司所独有，依据《中华人民共和国政府采购法》第三十一条第一款之规定，只能从唯一供应商处采购，建议采用单一来源方式采购。
三、旅游专列具有其特殊性，它不同于普通列车，不仅需要提供专业的列车客运服务，还需要具有专业的、健全的、完善可靠的旅游配套服务。提供此项目旅游服务的好坏（或者说所提供服务的满意度）还直接关系和影响到和田地区乃至自治区的旅游品牌的打造和旅游形象的树立。此项目必须由能够提供完善的专列旅游服务的企业完成。
四、中国铁道旅行社集团有限公司具有《旅行社业务经营许可证》，能够提供专业的、全面完善的旅游服务，且具有较好的服务团队和较高的知名度，完全具有履行合同所必须的设备和专业技术能力。
五、中国铁路北京局集团有限公司管内的旅游列车均由中国铁道旅行社集团有限公司申报并开行，“京和号”旅游专列的申报和开行同样由该公司负责，此项目的服务供应商具有唯一性，建议采用单一来源方式采购。
本次项目是由新疆政府打造的内地游客来和旅游的重点项目，需要由正规的统一的运输团队，从而在旅途中不仅能欣赏沿途的风景，还能享受到旅游运输团队的正规服务，从而增加游客对新疆对和田的好感度，增加和田的服务口碑。不会有其他旅行服务社的随意性，成本控制，突发性事件等情况的发生。
