货物或服务的说明：现代远程教育模式是适合残疾人学习的一种最佳的方式，也是残疾人了解社会、提升参与社会生活能力的一种有效途径。残疾人学历提升协议项目根据残疾人特点，运用“远程、开放”办学的经验，按照既体现专业的统一性又兼顾个性差异的原则，做好专业设置、教学计划制定和课程配置。

采用单一来源采购方式的原因及说明： 根据新政办发〔2022〕67号《自治区“十四五”特殊教育发展提升行动计划》，全面贯彻党的教育方针，落实立德树人根本任务，遵循特殊教育规律，以适宜融合为目标，按照拓展学段服务、推进融合教育、提升支撑能力的基本思路，加快健全特殊教育体系，不断完善特殊教育保障机制，全面提高特殊教育质量。新疆维吾尔自治区残疾人联合会进行2023年残疾人远程开放教育项目的开展，培训教育的对象为言语、肢体及多种残疾人员，考虑到教育对象的特殊性，目前新疆开放大学是新疆唯一一所开展此类教育的机构。
1、新疆开放大学每年组织残疾学生进行线上考试外，还将组织残疾学生进行线下考试，其在全疆设有87个教学点，便于出行困难的残疾学生就近参加线下考试。
2、新疆维吾尔自治区残疾人联合会和新疆开放大学联合开展持续近10年特殊教育教学，新疆开放大学的常理经验及教师的教学经验都很丰富，另外，前期的部分残疾学生学习周期较长，延续资金的使用能够保证未毕业学生能够继续完成学业。
3、 本项目经两次竞争性磋商报名，共有新疆经开大学1家单位报名，且磋商文件并无排斥性或倾向性条款，论证专家组建议本项目采用单一来源方式采购，成交人为新疆开放大学。
综上所述，新疆开放大学作为区域内唯一 一所从师资、教育、设备等方面均符合要求的单位，且本项目具有一定特殊性、局限性，该校符合本项目单一来源采购条件，故建议本项目采用单一来源方式进行采购。
