采用单一来源采购方式的原因及说明：2023年7月20日，自治区生态环境监测总站组织5名专家召开2023年土壤三普标准物质购置项目单一来源采购专家论证会，自治区生态环境监测总站介绍了土壤三普标准物质购置项目背景，专家们进行了认真论证，并阐述了个人意见，经讨论形成论证意见如下：
新疆维吾尔自治区生态环境监测总站为自治区第三次全国土壤普查质控实验室。根据自治区第三次全国土壤普查质控实验室职责要求，需对自治区土壤三普样品进行转码打包流转并插入质控样品。结合自治区土壤三普工作任务要求，需购置土壤有效态成分分析标准物质和土壤成分分析标准物质。第三次全国土壤普查项目中有19个有效态成分和18个土壤成分需开展质控，经市场调研，仅津标（天津）计量检测有限公司和中国地质科学院地球物理地球化学勘查研究所生产的有证标准物质能够满足自治区第三次全国土壤普查质控工作需求。如购买其他厂家产品，一是可能为非有证标准物质；二是不能完全覆盖所有需质控的有效态成分和土壤成分，造成部分项目无法进行质控。
鉴于以上原因，依据《中华人民共和国政府采购法》第三十一条规定“（一）只能从唯一供应商处采购的”及《中华人民共和国政府采购法实施条例》第二十七条规定“系指因货物或者服务使用不可替代的专利、专有技术，或者公共服务项目具有特殊要求，导致只能从某一特定供应商处采购。”该项目适用于单一来源采购方式进行采购。
