采用单一来源采购方式的原因及说明：根据《贵阳市贵安新区市级信息化项目统筹管理办法》（试行）、《贵阳市政府数据共享开放条例》等文件，贵阳块数据城市建设有限公司经市政府授权从 2017 年开始为贵阳市市直区 （市） 县各部分提供基础设施支撑软件功能信息源、运维保障、国产密码进行数据保护和信息安全保障服务，云平台安全体系已通过国家安全等级保护三级标准，提供政务云资源及政府数据相关服务，目前已有 119家单位 232 个系统已在“云上贵州”贵阳分平台部署和运行。
