采用单一来源采购方式的原因及说明：2004年开始，交通运输部科学研究院与塔城公路管理局合作开发基于磁诱导技术的扫雪车辅助驾驶系统，随着科学技术的不断发展，目前已迭达至第三代（新一代）。新一代扫雪车辅助驾驶系统车端定位功能采用北斗星通集团旗下的和芯星通方案，为全系统多频高精度RTK定位定向板卡，采用高可靠工业化设计，支持9V到32V宽电压输入直流电源输入。内嵌高性能组合导航板卡，基于成熟的多模多频、双天线定位定向、高精度GNSSRTK处理技术，支持BDS B1/B2、GPS L1/L2、GLONASS L1/L2、Galileo E1/E5b、QZSSL1/L2 等卫星信号，稳定实现全系统30 颗以上卫星的定向解算以及1s 内的重捕获时间，支持千寻SDK支持里程计输入及外部更高性能惯性器件输入。车端定位功能模块采用5G无线通信技术接收差分定位修正参数对车辆进行厘米级定位，并集成车辆基本状态监控、多机通信、智能调度于一体，以广播的形态进行多终端的同歩协同工作。车端功能模块作为数据中台转发和同步数据信息，结合驾驶辅助可视化软件实现扫雪车辅助驾驶系统完整功能，同时也可结合中心大屏实现统一监测调度功能。在研发了新型车端定位模块的基础上，公路院团队开发了虚实融合车辆驾驶辅助可视化软件。应用智能车路虚实融合技术，将真实车辆映射到三维建模环境中实现数字孪生，基于虚实融合技术对道路和车辆进行了高保真三维建模，使作业人员能够更直观的掌握车辆与道路的相对位置。软件还可以通过OTA的方式针对具体使用需求逐一进行在线升级，大幅提升了系统的维护便捷性与可扩展性。
