Qualification Requirements for Bidders5.1 The bidder shall possess the relevant qualifications and similar project experience, and have the capability to supply goods/services corresponding to this procurement project.5.2 The bidder shall be a legally registered enterprise within the People’s Republic of China with independent legal entity status and the ability to independently assume civil liabilities.5.3 The bidder shall have sound financial standing and provide the complete balance sheet and profit & loss statement for the previous fiscal year. The bidder shall also have good bank credit and commercial reputation, and must not be under suspension of business operations or bankruptcy, nor have its assets reorganized, taken over, or frozen.5.4 The bidder shall have no record of bid-rigging, fraudulent award acquisition, or other major violations within the past three years.5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with the law.5.6 The bidder shall possess the necessary equipment and professional technical capability to perform the contract.5.7 Within the past three years prior to participating in this procurement activity, the bidder shall not have been listed as a dishonest person subject to enforcement. If a consortium is allowed, all members of the consortium must not be listed as dishonest persons subject to enforcement.5.8 Consortium bidding is NOT accepted for this procurement.5.9 Other specific requirements can be found in the announcement and procurement documents on the Inspur E-Procurement Platform.6. Acquisition of Competitive Negotiation DocumentsInterested bidders may log in to the Inspur E-Procurement Platform ( to download the electronic procurement documents from:16:00, 11 March 2026 to 10:00, 17 March 2026 (Beijing Time).7. Submission and Opening of Quotation Documents7.1 The deadline for submission of quotation documents (bid submission deadline) is 10:00, 17 March 2026. Bidders shall submit their electronic quotation documents via the Inspur E-Procurement Platform ( before the deadline.7.2 Quotation documents submitted after the deadline will be rejected by the electronic procurement platform.7.3 The quotation opening time is 10:00, 17 March 2026. Bidders shall participate in the quotation session on time and complete online check-in. Failure to check in will be deemed as acknowledgement of the quotation opening record, and any subsequent objections will be deemed invalid.8.
