2025年平山县城镇污水管网及配套设施建设项目监理项目招标公告

一、招标条件

本招标项目2025年平山县城镇污水管网及配套设施建设项目监理已由平山县行政审批局以平行审投资〔2025〕65 号批准建设，项目业主为平山县城市管理综合行政执法局，建设资金来自财政资金，出资比例为100%，招标人为平山县城市管理综合行政执法局。项目已具备招标条件，现对该项目的监理进行公开招标。

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：具有独立企业法人资格、有效营业执照，并具有 建设行政主管部门核发的工程监理综合资质或市政公用工程监理乙级及以上资质；本次招标（□接受/不接受）联合体投标

3.1.2 总监理工程师的资格要求：具有注册在投标人单位的 市政公用工程 国家注册监理工程师资格；本次招标（□允许/不允许）拟派总监理工程师有在建合同工程。

3.1.3 其他要求：投标人及拟派总监理工程师未被列入失信被执行人名单（以开标当天投标截止后“信用中国网站；与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。投标人的法定代表人或单位负责人为同一人或者存在控股、管理关系的不同单位，不得在本项目中同时投标。本项目专门面向中小微企业采购。

3.2本次招标不接受联合体投标。
