泰华街、银屏路热力管网工程—泰华街（北三环北辅路—乾西路）、银屏路（泰华街—六顺街）施工招标公告

一、招标条件

本招标项目泰华街、银屏路热力管网工程施工已由石家庄市行政审批局以石行审投资核字[2025]161号批准建设，项目业主为石家庄市供热集团天启热能有限公司，建设资金来自企业自筹，项目出资比例为100%，招标人为石家庄市供热集团天启热能有限公司。项目已具备招标条件，现对该项目施工进行公开招标。

二、项目概况与招标范围

2.1项目概况：泰华街、银屏路热力管网工程—泰华街（北三环北辅路—乾西路）、银屏路（泰华街—六顺街）施工共计1个标段：项目起点北三环北辅路与泰华街交口处，新建供热管道沿泰华街向北直埋敷设至乾西路口；同时于泰华街与银屏路交口引分支，新建供热管道沿银屏路向东直埋敷设至六顺街口。路由总长度1900米，其中DN600供热管道管线路由长度1000米、DN400管道管线路由长度900米和配套附属设施，供热总面积300万平方米。；建设地点：河北省石家庄市。计划工期：60日历天。质量标准：合格 。

2.2招标范围：施工图纸及工程量清单范围内的全部内容

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：（1）投标人须是在中华人民共和国境内注册的独立法人并在技术、人员、设备、资金等方面具有相应的能力。（2）同时具备以下资质：①市政公用工程施工总承包一级施工资质；②特种设备安装改造修理许可证（许可项目：压力管道安装，许可级别：GB2）或特种设备生产许可证（许可项目：承压类特种设备安装、修理、改造；许可子项目：公用管道安装（GB2））或特种设备生产许可证（许可项目：压力管道安装，许可含盖有GB2）。（3）具有有效的安全生产许可证。

3.1.2 信誉要求：未在“信用中国”网站列入失信被执行人名单（以开标当天投标截止后在“信用中国”网站查询结果为准）。

3.1.3 其他要求：单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段或未划分标段的同一招标项目的投标。 注：在资质预警核查中，只核查本项目要求等级的资质，如果是住建部核发的资质请到“全国建筑市场监管公共服务平台-动态核查”中核查并；如果是省住建厅核发的资质请到“省住房和城乡建设厅-查信息-企业信息”中查询并。
